I don't like either name, but there are many worse out there.
Scarlett is directly associated with Ms O'Hara and is therefore clearly a human name. Scarlet is strictly a colour, and no more a human name than Ultramarine. Eliot is a tidy spelling, Elliott is consonant-heavy, and Eliott seems unbalanced.
For combos, I'd go for Scarlett Elizabeth Anne and Eliot Gregory Thomas: Anna + Elizabeth is hard to pronounce, and in the same way Eliot and Thomas run into each other.
