I absolutely adore Dazmira. Never seen that before. Would this be a bad name to use? What if you weren't Soviet? Like, in a fantasy novel or something??

I am going to guess you are not from a Slavic country. If so I think it could be fine.

Yes, unless they have very very communist parents and it is explained by this.
Maybe you would be interested in Zamira (for Central Asian character)? This person could still be from Slavic country (Russia, or other East Slavic) and be ethnic minority. There is also Zarema, Damira, Zarina with same usage as Zamira.
