I like. It's nothing special to me, but it's pretty. I don't picture any sort of person though; I picture a dragon, because I read a book with a dragon named Sapphira once and that was the first time I heard of it.
No specific age or anything comes to mind.
I think Phira makes a cute nn, or Phirie, but that may be getting too close to the word "fear."
It would probably be pronounced correctly, because the word "sapphire" has the double P thing, too. I think only the illiterate would mispronounce it.
