I would assume it's someone who plays the bagpipes. I guess it's a surname? I'd never use it.

Well I think of the Pied Piper, that was the story about the rats isn't it? Cause I think of rats. And also pipes..

I dont know what words I think of but the imagery in my mind is of a freckled, cute, spunky, hyper little girl. Almost like a Punky Brewster type.

Piper means a small airplane to me. So as a name, to me it's not very different from Pilot. Also reminds me of the macabre Pied Piper. I think it's cutesy and spunkified and hollywoody. Sisters would be Greer, Scout. Brothers Wynn and Briar. NMSAA

Weird and ugly. I know that it is referring to musical instrument pipes, but all I can think of is pipes from pluming.
