I pronounce it hi-PASH-e-a, with a long E on the emphasized syllable.

Darn itI meant a long A sound on the emphasized syllable.

Since emphasis is relative concept, it's more specific to say "the tonic syllable" to refer to the syllable that is most emphasized, since in names with many syllables, there are many levels of emphasis.
