Not odd, but certainly unoriginal. Geographical names are very trendy and like most trendy names they suggest that the parents aren't putting much thought into their choice.
Why target the Garden of Eden? The Tigris is alive and well, and flowing through Iraq. I think most people would assume a link with that country, or with military personnel stationed there, and form their opinions accordingly.
I knew a cat named Tigris once. One of its owners named it Tigre (she was French and it was striped) and her partner thought she was giving Tigris a French pronunciation, so the spelling and the sound didn't match. Doesn't matter for cats, of course.
