I'm in the U.S. and the IRA comes to mind for me immediately. But overlooking that association, Ira for a little boy would be so, so cute.
August and Ira would be great for brothers. Ira seems a bit more feminine and some might assume Ira was a girl, like it were supposed to be Eira.
