No more stuck up and harsh than any other Shakespearian names: Juliet and Miranda spring to mind. Harsh, how exactly? The sounds aren't harsh to my ears.
I wouldn't use Cordelia; no hard feelings, but there are so many names that I like better, so unless I was a gravid herring, Cordelia wouldn't stand a chance. I do prefer it to Cornelia.
