Kandakiya
This seems like a good name for my story. It is the Russian form of Candace. It makes a good way for me to use one my favorite names, but it sounds more futuristic. What do you think?

Use whatever you like. It's your story. For you. It really doesn't matter what names you use. So do what you want. If you are writing a contemporary story and are focused on realism, maybe avoid it. However, if you are writing dystopian, sci-fi, fantasy, the like, go for it. I think Kandakiya would work better than Candace in those genres, but it also could depend on what the other names are in your story.
Nobody in Russia uses this as name. It is not person's name. It is like Yesfir, it is only used in Bible and not for people.
Could it work for a character though?
Depends: 1. Is your character Russian? No.
2. Is it in realistic world? No.
3. Is it in fantasy book? Maybe, if it is not targeted at Slavs.
In thinking it's set in a post apocalyptic world. My plan was for one of her parents to be Russian and the other American
It probably would not work unless you can make up reason why their child has name from Bible that nobody uses and normal Russian people would look at on a person like unicorn. It would maybe be work for fictional race person or in fantasy book that does not mention ethnicities/races.
