I wouldn't go as far as to say that it is a real Swedish name. Skrållan became widely known because of a filmatisation of one of Astrid Lindgren's books where there was a girl named Skrållan. I guess a few girls would have been named Skrållan in the 70s because of that but it is very, very rare. Skrållan was also the name of a popular doll that could talk.
As far as the meaning, Satu is right but it is not really used as a petname for children any longer.

Hi Greetje,Skrållan is a pet name for small children. It derives from the verb skråla = 'bawl, bellow, roar'. So Skrållan means something like "little bawler, little screamer', hence it is not really an appropriate given name in Sweden.
