Queen: yes, Teutic: no, I should say. But I don't know what exactly "the people Teutic" is supposed to mean. Are you talking about the Teutons, the Germanic tribe that gave name to the Germans ("Deutsch")? In fact they are mentioned as early as in some 4th Century (B.C.)Greek book - but they appear in Sweden! So I can't imagine there is any relation. The ancient Illyria seems to have been roughly where now Albania is. Is that true?
The name TEUTA appears in one German name book I can get hold of, but obviously its few bearers are not German.
