Fikreta is a feminisation of Fikret (and yes, both Fikret and Fikreta are used in Bosnia).Fikret is a Turkish name meaning:

The root behind this name seems to be the Turkish word fikir with a meaning of "thought, idea, opinion", which in turn goes back to an Arabic word fákkara, “to think” - see http://en.wiktionary.org/wiki/fikir
