Could it be an Australian Aboriginal name (or Indigenous Australian, I don't know which is the more appropriate to use)? I seem to recall having heard that a few of such names can also be fairly well-used in Australia.

Maybe a rearrangement of the name Thalia? Or a variant of Tehilla (a Hebrew name meaning "praise")?
