Girl named Congress (from India)

I saw something on TV about a girl from India (Rajastan), whose first name was Congress. I wonder where that name comes from - might she be named after a particular congress? (She's 13 and comes from a poor family that probably doesn't speak English). Any ideas?

I would guess she is named after the Congress Party, which is one of the major political parties in India and which dominated the government of that country for many years.
