It's not that bad, it just has a lot of bad connotations, namely that the girl with this name is spoiled, stuck-up, vacuous and boring.
Btw I saw an interesting creative spelling of this name that I liked:
Tiphanie. I didn't even recognize it as Tiffany at first.
