Hege is too short to be sure. It could be short for HELGE or a variant of HAGEN (which in German is related to the verb "hegen").
As a biblical name (Persian I presume) it is a variant of HEGAI. This name is found in Esther 2,3.8.15 in both spellings. Here it is a masculine name, but SEIBICKE* states, it can be both masculine or feminine. I don't know any Persian, so all I can do is quote Schumacher**: "1. beholder, 2. he who owns beautiful cows, 3. the quiet one".

The name seems to be extremely rare. (Obviously it has nothing to do with the name of the biblical prophet HAGGAI, who is spelled with a Chet, not a He in the beginning.)
