To me, the name is strictly feminine. However, if I were to meet a man named Polly, I would probably assume that it was a diminutive form for Leopold. In Germany, Poldi is a diminutive form for Leopold, and Polly is not too far away from that, so it could work, I guess... but under the right circumstances.
