Icie was regularly used as a name in the late 19th and early 20th century USA -- there are over 2,000 women with the name in both the 1930 and 1940 census indexes. Icelyn or Icelynn could be thought of as updated versions of that.
Interestingly while Googling this I ran across a Reddit post from someone mentioning his grandmother was named Icelyn. Turns out she is actually the only one with this name in the 1950 census (the most recent released). She was born in Indiana in 1913.
