I think Amy and Annie are too close for sisters.
I like Emily to honor your mom. My favorites from your list are Emily, Norah, Rose, & Stella. I also like Mabel and Vera.
How about Margaret (Maggie, Peggy, etc.), Claire, Clara, Julia, Laura, Martha, and Rosa?
For boys, I like Tristan or Edward (Teddy), although Teddy is a very popular nickname.
