I have known one Liesl in real life (at school in the late seventies but born on an Air Base in Germany - her mum might have been German), and one online Liesl who is ages with me.
I think it is usable in an anglophone country, on its own (tho I might give the full name Elisabeth). Lieslotte is maybe a little too much for an English speaking country.
And perhaps to easily associable with lies a lot.
