I only know Rockland as a trade mark relating to Rock music (e.g. for a classic Rock radio station).
With a bit of stretch, you could interpret the name Rockland as a Germanic name derived from *Rochnand (don't know whether this is a historically attested form, probably not) containing the name elements #
ROCH# "fame" and #NAND# "daring, brave". The sound shift N->L also occurs in the name
Roland.
