I think it's basically the same. Although in the english-speaking world "Blossom" is more common. In Japan they use "Hana", even in Germany "Blume" can be used as a female name.
Therefore imho Fleur isn't any more absurd than any of those, it's just a question of liking "word-names" or not.Fleur is not extremely popular in France though, but Harry Potter might change that a bit ;)
