Nevaeh sounds nice, but I agree wholeheartedly on it having a tacky image.
In my opinion, if one really wants to name their daughter Heaven, just use Heaven. Don't spell it backwards. To me, it's a name that's going to become VERY dated, and won't stand the test of time.
