I think both are fine.
I almost always prefer names that have first-syllable stress. They sound stronger to me. That's the main tiebreaker here - I'd go with Isis I guess.
What I don't like about Isis is that it's from a dead religion that somehow isn't quite dead yet, and that's a little heavy, to me. I couldn't care less about the militant group. Its "name" has nothing to do with either the personal name, or the namesake goddess.
What I don't like about Nevaeh is the way the unstressed first syllable comes out, and the way the spelling looks is just not aesthetically appealing to me - it *looks* too much like it's an English word spelled backwards. And also 'heaven' is not the namiest thing in the world, I don't "get" naming a kid that.- mirfak
