Really, why do you find it dowdy? There were tons of 18th century princesses with names like Elisabeth Charlotte or Charlotte Sophia, so I tend to associate with royalty.~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~

There isn't really a concrete reason. It's not because of anyone I've known with the name. I've known only two Charlottes, and one was a young woman who was in her twenties and was odd in some ways, and androgynous, but certainly not dowdy. And the other is my six-year-old-great niece, who isn't dowdy---what six-year-old is? It's just something about the sound of the name. Whenever I hear it, instantly a picture springs up in my mind of a short, plain, middle-aged woman with frizzy, mousy brown, unattractive hair, thick glasses, and orthopedic shoes. LOL. Completely subjective.
