Grace Victoria sounds whimsical, white with a pearly sheen. It's lovely. And if you're going to call her Grace anyway, I think it's always better to have the name she's going to be using the in front. It's just easier.
Victoria Grace, on the other hand, sounds stuffy and boring. There's nothing very sweet about it, and even Grace (a name I love) looks boring and colourless trailing after Victoria like that.

Very well said, I agree. Grace as a middle name seems like a filler.
