Where I live, Felicia is a wild daisy, often used in gardens for its gloriously bright blue flowers. I've only met one human Felicia, but if it works here it could work anywhere. The only girl one that I would use is Felicity, and then probably as a mn, with a nod to my numerous Beatrice relations! For a boy, I'd like to see Felicien but I'd only expect it in a Francophone home.
