As I mentioned in answer to your post below, Ellis & Eliza are my favorites for you, considering the middle names you've chosen; I won't repeat all the reasons why here.
Of the four names you mention here individually, three are names I perceive as being very warm, sunny, hearth-side type names...Ellis, Gareth and Eliza. I happen to love them all and also get some youthful spunkiness and mature elegance/sophistication from each of them, so they are easy to envision at any age.
While not a personal favorite, I think Victoria is a nice name; it sounds pretty and exudes elegance and strength. For me, it differs from your other options in that, temperature-wise, Victoria feels very cool/icy in a sparkling snow, moonlit night, distant star kind of way and I best appreciate it in combinations which play up that feel. I can easily see Victoria on a woman or older child; it feels less fitting for me on a young child but that is a very small window in the span of a whole life.

Ellis & Eliza are my favorite of your choices. However, I would never make them siblings... it would be one or the other. They sound too much alike.
Gareth: It just seems a little spiky to me, but also a little handsome. I feel very ambivalent to this name.
Ellis: Is fine. I think it would fit in with kids of this generation. It doesn't conjure up anything for me, except Ellis Island.
Victoria: Is very regal. Due to Vicky & Tori (nicknames I abhor), I usually like to see it in the middle name spot.
Eliza: Is lovely and sweet. I really like it.
