They do. In fact, there was an update recently and quite a few names were added. Obviously there are tons of submitted names, so it would be quite the undertaking to look at them all and add them to the database.
They way the updates look from the past, I am assuming that Mike C and other admins go through names in batches to determine whether to add them.

If you are concerned about a particular name, you can always ask that it be added. I have added some names to the Submitted list myself, but don't expect them to be added to the database anytime soon.
