We legit considered Laszlo (or Lazlo) without the accents. I think it is an interesting name all around. The spelling is eye-catching but correct, and the sound is simple yet unique. It's just a cool name in my book. I think if you wanted to be totally correct and use all the proper accenting with this name as László, then you ought to be culturally connected to the name and spelling. However, using Laszlo is totally ok for almost anyone I would venture. As for your other names:
Arthur - I like this name but it's a bit too British for my tastes. Not because I hate England or because I have never met an non-British Arthur, but just because it has that strong association in my mind, like the name Poppy for a girl. I do like the nickname Art though - that is pretty cool. But, I consider this a strong name that I would just never use. Basil - Most people I know think this name is hilarious. I think it is sweet. I can totally picture it on a little boy or guy and think it is adorable. Plus, Baz is a pretty decent nickname. I would use this name, but I would have to brace myself against negative comments before I did so. Elijah - Nice name. It's actually a standard among the people I know. Not that it is used often, but that people always seems to be suggesting it. I guess my Christian acquaintance want a big and bold figure to be named after. I wouldn't use it myself, because I think that the simpler Eli is sooo much cooler.

Elisha - Thank you for listing this as a boy's name. You would not believe how many people argue stubbornly that this is just for girls. It's just about as biblically sound as Elijah. I wouldn't use it for the feminine sound today, but I think it's a great name honestly. Felix - Great name. I know it has the cat imagery and all, but he was a pretty spunky cat! I just like this name and think it's a great choice for those of us who like the bolder letters like x, v, and z but don't want to stray too far from the recognizable. Honestly surprised this isn't used more. We considered it to honor a Felicia. Gabriel - I know a couple, none of them are English. I like the name better on boys, so I think this works. Gabe is a great nickname that manages to be soft and sweet, yet rugged at the same time. Totally dig this name. Hugo - No. I can't say I like it. I love the look, and even appreciate the sound. But the "do I pronounce the h or not?" thing catches me every dang time. Israel - A bit in-your-face for me. I would rather see someone go bold with Judah rather than this. It's a pretty controversial choice politically as well. I just am not really a fan. Jude - Like it. I like Judah better... but this is a decent name with the same vibes as Gabe to me. Leo - Nice choice. I will always root for the leo-names. While I prefer the longer versions like Leon, Leonidas, Leonard, etc... Leo isjust classy and cool. Misha - Nice. I have a soft spot for this name, but would also never use it. I do like it for both boys and girls, so maybe that is why. In any case, it's soft and simple but a bit too frilly for a boy imo. Nikita - On a boy? That is kinda cool. I had a dog named Nikita once though, so the name is tainted (she was girl). Rafferty - Super cool. I want to meet one. I would never use it because it simply has a style that makes no sense with our style whatsoever... but I find it totally usable. I think this is a spunky yet clunky/cool choice for a kid. Raffe is an awesome nickname. Remy - Would use it. We have it on our top list for boys. I know it seems stunted and nickname to a lot of people, but I like it. I just think it's sweet to be honest. Stanley - Stan! I wouldn't use this myself, but I find it adorable on a kid the same way that Roger and Douglas would be. It's a popular surname where I live too, so that is a point against it. But it has the dusty charm of a crotchety old man and I love that quality.

Ah, thank you for being so detailed! I do have a soft spot for Roger, but I always seem to forget about it.
