I quite like Tegan too. I know if as a boys name first, but I have nothing against it on girls either. The nickname Tee or Tea is sweet.
Windy, eh? Not really my style, but not terrible either. I feel like Wendy has just started growing on me, Not sure I'm quite ready for Windy. :)
