Behind the Name: Message: "Sibeal"

Does anyone know how the name Sibeal is pronounced and where it's from? It's a girl's name which I saw in the birth announcements column in The Times today. I've never heard it before, and just wondered about it. I'd hazard a guess that it's Irish or Scottish.
