I'm guessing that the "2" refers to the 2-headed Romanov eagle, emblem of the Russian Imperial Family.

And, because the joke is worth repeating simply due to the fact that Eagle Beak strikes me as the sort of anal, obsessive person who is probably still coming back to see what people here are saying about him/her... Here's what I've posted already under "Potluck Eagle Bake":

...even though they say "two heads are better than one"... After jamming the first head up his/her you-know-what, Eagle Beak still probably wouldn't have known what to do with the other one
