Jeph looks like it could be a short form of Jephthah / Jephtha. Alternatively, it could be a kreaytif form of the nickname Jeff.

Could you give us some more information about where you found the name?

i found the name jeph from a comic book writer name
Joseph "Jeph" Loeb III

Well, then, in this case it appears to be a creative nickname for Joseph.
