I know a boy named Philippe and he pronounces his name like "Phillip". He is also German, not French. I'm not sure if France is the only type of origin for this name.
I think that the French way to spell Phillip is a little annoying and it seems like the parents are trying too hard. And if you are going to have your name spelled "Philippe" PLEASE pronounce it the correct way!
