I doubt the meaning of this name as "new moon"; ay means 'moon', but Turkish for 'new moon' is hilal, which is also a Turkish feminine name. Tül, though, means tulle, which is a fabric. Possibly Tülay means 'tulle moon/moon made of tulle'.
