I like Charlotte, although I wouldn't use it myself as I don't like the nickname Charlie for a girl. It's definitely useable on a newborn - it is in the top 50 in the UK, US, Canada, France and lots of other countries, so lots of people are using it on newborns.
I definitely prefer Charlotte over Scarlett.
