A number of Eastern European languages do that, although it's usually the ones that use Cyrillic alphabets that do. Latvian seems to be an exception since they use a Latin alphabet.
Not too keen on the practice, but I guess it makes sense to Latvians.
Translating names used to be common in English too. For example, Kashmir used to be rendered as Cashmere (hence the name of the fabric).
