Depends: 1. Is your character Russian? No.
2. Is it in realistic world? No.
3. Is it in fantasy book? Maybe, if it is not targeted at Slavs.

In thinking it's set in a post apocalyptic world. My plan was for one of her parents to be Russian and the other American

It probably would not work unless you can make up reason why their child has name from Bible that nobody uses and normal Russian people would look at on a person like unicorn.It would maybe be work for fictional race person or in fantasy book that does not mention ethnicities/races.
