I think it's okay! Honestly if I heard someone referred to as Jeff Phillips, and I wasn't deliberately thinking about how the name sounded, I would not even notice the F sounds colliding and I would not have any trouble distinguishing the name correctly.If it were Joseph Phillips that would not be as okay IMO. I would hear Josa Phillips or Joseph Illips. Jeff Phillips doesn't run together "too much" because both Jeff and Phil are stressed syllables. - mirfak
