No. Simply because pronunciation is not clear.
It's a complicated name with a confusing ethnic sound... Barac is very Hebrew or middle Eastern... which Chiel is very French or Irish in sound.
I believe it means something like the "chief of blessings"... so the meaning redeems it a bit... but I would not recommend using this on a person. Sorry.
