It makes me think of Cletus Spuckler (aka "Cletus the Slack-Jawed Yokel") on The Simpsons, and also a song by an indie country band (Golden Delicious) called "Cletus, For The Last Time, Get The Hell Out Of Your Sister's Dress For The Very Last Time." I don't think I've ever met a Cletus IRL.
