Possibly because Dandy is an old masculine nickname, but in more modern times (albeit outdated) a word to describe a fashionable man :)
Here I was thinking it was a nn for Daniel but no, according to the user-submitted name (Dandy) it's for Andrew... Maybe it's a another rhyming nickname like Dick and Bill. You know, Andy-Dandy?

Oh, yes :), Dandy, plus -lion part sounds masculine, imo, (even though I love Endelion for a girl).
