Cheviot - Old European/ Pre Celtic + Blencowe - Old English

Blencowe may relate to the place in Cumberia? - meaning?Cheviot as name seems to be an ancient, obviously this was someone who came from this area. Originally, it seems to have related to just one hill "the Great Cheviot" but as to the meaning?
