Probably because the official language is English - unless I'm misunderstanding what you're asking?
If you want to know about specific names, look for the names of past kings and queens, saints, famous personalities etc. But noone has any really solid explanations for why names become popular - naming practices are a chaotic system and well-nigh impossible to predict beforehand.
