You've heard conflicting accounts because there are over 60 ways to write Miya in Japanese and thus over 60 potential meanings. =) Without knowing the kanji (Chinese characters) a person named Miya uses to write her name, it is impossible to tell the meaning.
The vocabulary word "miya" means "Shinto shrine," but this is certainly not the only or even the most common meaning of the first name.
