ZOAB is not a biblical name, neither of a person nor of a place. But from the same verbal root Z-A-B (A in this case stands for the letter Aleph, which is in fact a consonant, representing a sort of soft guttural sound; V and B are one letter in Hebrew) there is the name ZEEV, the pronunciation of which was discussed on this board a couple of days ago. ZEEV is a personal name and means "wolf". So if you take the vowels of a name like JOAB and put them to the verbal root of ZEEV, you'll get ZOAB or ZOAV respectively.
I'm afraid this doesn't help a lot.
