Would this name ever be used as a stand-alone, like Kate, or is it strictly a nickname for Cornelius?

At least in the Netherlands, it is also used as a standalone name. Today, the baby name Kees is more popular than the full form Cornelius.See http://www.meertens.knaw.nl/nvb/naam/is/Kees(plug in Cees, Cornelius, and Kornelius in the place of Kees to see more interesting data).
