That's interesting, I've never heard anyone pronounce it "car-ah", just "care-uh" for either spelling

It's always car-a here in South Africa, and Clara is the same, but with an L. Clara doesn't rhyme with Sarah, but I believe that in the USA it does.

Clara rhyming with Sarah is the traditional British pronunciation, at least in England. That is how singer Dame Clara Butt's name was always pronounced there. But lately the other pronunciation is coming in.
