I'm from the Western United States, and I pronounce Lila LIE-la.

Leila - LEE-la or LAY-la. My first inclination is to pronounce it LEE-la, though.
Layla - LAY-la.
Laila - LAY-la.
Lelia - LEEL-ee-a or LEEL-ya.
